Как сообщила на выходных американская пресса со ссылкой на главу Центра глобального взаимодействия Госдепа США Лию Гэбриел, на фоне мировой пандемии произошла очень пугающая вещь.

Три токсичные машины дезинформации, три империи лжи — китайская, российская и иранская госпропаганды — объединили свои усилия. И теперь отрабатывают "некоторые темы" слаженно — распространяя фейки и ложь относительно коронавируса вообще и в США и на Западе в частности.

Госпожа Гэбриел заявила: "Мы видим, как (информационные) платформы России и Кремля вбрасывают ложные темы, их подхватывают другие государственные акторы, включая Пекин, а потом Россия ретвитит их снова так, как будто они изначально исходили от них". Ту же комбинацию из пасов разыгрывают на информационном поле и Пекин с Ираном.

Что касается Китая — то он, по словам Гэбриел, особо цинично пытается быть хорошим, продвигая следующие тезисы: "Китай успешно сдержал коронавирус", "Китай призывает к международному сотрудничеству", "ВОЗ хвалит Китай", "Китай экономически устойчив" — и критикуя при этом США.

...Казалось бы, все логично. Сейчас трудный момент для американского величия. По числу заболевших США (данные на воскресное утро, так что сегодня наверняка все хуже) обгоняют Китай уже на 50%, а Россию — в сотню раз. По числу жертв — КНР с ее 3,3 тысячами погибших сильно уступает Италии (более десяти тысяч) и Испании (шесть тысяч), а США и Франция (2,3 тысячи) ударно китайцев нагоняют и скоро, безусловно, обгонят.

При этом китайские медицинские маски и специалисты — в Европе, русские военные медики со своей медтехникой — в Европе, а европейцы и американцы разбежались, забаррикадировались и посылают друг другу по видеосвязи лучики поддержки.

На этом фоне у лидера свободного мира и блока НАТО, чье единство дожило до первого настоящего общего ЧП, — вариантов нет. Приходится рассказывать с утра до ночи о том, как много происков вражеской пропаганды вокруг.

Поэтому Гэбриел разоблачает евразийский информационный заговор, бдительные прибалтийские журналисты оплакивают тот факт, что "увы, большая часть итальянцев поверит кремлевской пропаганде" и что "Италия начнет требовать снятия санкций". А мелкие СМИ разных стран под разными подписями постят одинаковые тексты о том, что в Европе под прикрытием помощи "русские проводят спецоперацию". Какая часть из этой паранойи оплачена Центром глобального взаимодействия Госдепа, неизвестно. Известно, однако, что деньги Центр выделяет. То есть все в порядке.

Но есть два нюанса.

Во-первых, Лия Гэбриел (бывшая журналистка Fox) назначена на свою государственную должность менее двух месяцев назад. И перед тем как приступить к работе, четко обозначила в интервью, какие государства она будет "мочить" за антиамериканскую пропаганду: "Россию, Китай, Иран".

То есть еще до того, как получить доступ к Секретным Государственным Сведениям, и до того, как в мире вообще началась нынешняя пандемия, контрпропагандистка уже знала, кто будет во всем виноват.

(Кстати, на этом месте отечественные любители вспоминать о сталинской паранойе и об абсурдных обвинениях в "англо-франко-японском шпионаже" — могут начинать горько смеяться. Потому что перед нами "русско-китайско-иранская агентура", и это все официально, и это говорит глава подразделения американского МИД. А на дворе не 1937-й и не 1949-й, а 2020 год).

И во-вторых, оно же в-главных. Сейчас в российских СМИ циркулирует надежда на то, что теперь-то, перед лицом общей угрозы всем видно, кто тут цивилизованный, а кто дикарь в пальмовой юбке. И что когда все снимут маски — восприятие России и Китая и их роли в мире изменится. И жителей западных стран уже не получится так обманывать.

Да, такой вариант вполне реален. Однако это осознаем не только мы, но и наши глобальные оппоненты. Поэтому нет никаких сомнений в том, что уже готовятся контрмеры против реальности. И деньги (среди тех буквально триллионов долларов, что печатаются сейчас на восстановление величия Америки) на борьбу с ней точно найдутся.

Мы даже можем предположить, как это может быть.

Во-первых, возникнут "темы-спойлеры", на продвижение которых в СМИ от Аляски до Огненной Земли и от Панамского канала до Малаккского пролива будет брошено много слаженных усилий и средств. Возможно, где-нибудь в мае внезапно весь цивилизованный мир, едва оправившийся от испуга, охватят два топовых новостных сюжета (с онлайнами, обсуждениями и аналитикой), в которых Россия и Китай будут поминаться по двести раз на дню в крайне негативном контексте. Может быть, мы опять кого-нибудь отравим. Понятия не имею кого.

Во-вторых, тема "незападных" стран, справившихся с эпидемией лучше и эффективнее западных, будет по возможности задавлена массированным потоком историй о героизме западных врачей и волонтеров (американских, французских, немецких, итальянских и британских).

У западных элит в руках достаточно давно существует пульт от реальности. Возможно, сейчас он уже не в состоянии гипнотизировать всю планету, как лет двадцать пять назад. Но по крайней мере он еще в силах редактировать реальность для собственных жителей и аборигенов стран-сателлитов. И для этого держателям пульта зачастую достаточно просто обтекать неудобные факты.

Это как с космической гонкой. Поскольку ни спутник, ни Гагарина опровергнуть было невозможно, пульт от реальности свел всю космическую гонку к пилотируемой лунной миссии. Первого спутника не было, первого человека в космосе не было — поскольку на них не обращали специального внимания аудитории. Была только высадка на Луну.

Еще ранее Европу — которую в 1941-1945 годах исходили всю солдаты разных армий — удалось всерьез убедить, что не было взятия Берлина, а была только высадка в Нормандии. Поскольку взятие Берлина вспоминали в сто раз реже славного десанта.

Ну и в-третьих — максимум через год мы неизбежно увидим прекрасный динамичный триллер, в котором постаревший, но все еще секси Брэд Питт (профессор) в паре с юной певицей Дуа Липой (доктор микробиологии) спасут мир от коронавируса. Называться будет сдержанно: "Штамм Зеро" или "Штамм X".

...И это напоминает нам, что в современном, насквозь инфицированном неизлечимой медийностью мире — мало создать какую-нибудь новую реальность. О ней еще и придется постоянно напоминать, потому что против нее непрерывно работает фабрика агрессивных грез пятого поколения.

MS ORTAGUS: Great. Okay, this record – excuse me, this phone call, this briefing is going to be on the record and embargoed until the end of the call, please. The outbreak of the COVID-19 pandemic throughout the world has demonstrated to all of us the critical importance of timely, transparent, and honest information sharing. The United States has taken this mission to heart. Unfortunately, not all global actors have embraced that edict, choosing instead to engage in subterfuge, coverups, and finger-pointing. To help expand on this and explain the dynamic further, we have joining us for this on-the-record briefing Lea Gabrielle, the U.S. special envoy and coordinator of the State Department’s Global Engagement Center. Lea will begin with some opening remarks and then we’ll take a few questions. Please, again, text Ruben at the number that was provided.

Just another reminder that this briefing is embargoed until the end of the call. Lea, go ahead with opening remarks, please.

MS GABRIELLE: All right. Well, thank you so very much, Morgan, and good afternoon everyone. Thanks so much for taking the time to join the call today. As Morgan mentioned, we’re going to be discussing foreign adversarial disinformation that’s being spread about the COVID-19 virus.

Before we get into that, I just want to ensure that you all have some general context about the State Department’s Global Engagement Center, or the GEC, as we call it. When the GEC was originally started, it focused solely on the counterterrorism mission, and at the time it was primarily focused on countering the propaganda used by ISIS. Congress through the 2017 National Defense Authorization Bill actually expanded the GEC’s mission that year to include countering disinformation spread by foreign countries that was intended to undermine the U.S. security or policies or that of our partners and our allies, and as you’d imagine, this is a huge expansion of our role and our mandate.

So the GEC then established three new teams, one focused on Russian disinformation, one on Chinese disinformation, and one on Iranian disinformation. And the GEC also has a counterterrorism team that continues to execute our original counterterrorism mission. We also have an analytics and research team with around 25 data scientists, also analysts and subject matter experts, so that we can use data science and make sure that we are taking a data-driven approach to all of our work. And we also have a technology engagement team that conducts outreach to different technology capabilities so that we are convening the interagency and the U.S. Government on capabilities that are being developed and those capabilities can be assessed. We have an ability to do a deeper dive on assessments of technologies being developed through a technology test bed, and we also use our technology engagement team to do outreach and coordination with different technology platforms, including the social media platforms.

So now that I’ve given you some very quick overview of what our team looks like, to get into the purpose of today’s call of course about the disinformation we’re seeing spread by foreign countries about the COVID-19 virus, I should first just let you know that since January the GEC has been tracking narratives promoted by Russian, Chinese, and Iranian-sponsored sites or different platforms related to the coronavirus. And one of our main responsibilities at the GEC is to keep the State Department leadership as well as the interagency and our partners informed so that they understand what we’re seeing in the global information landscape. So this gives our leadership a fuller picture so that they can continue to make well-informed decisions as we’re trying to tackle this issue.

In this case, it also positions the GEC to take actions to expose adversarial false narratives publicly to help audiences understand the need to be vigilant about the threat of disinformation. Over a month ago the GEC alerted the global public to the widespread disinformation campaign that the Kremlin launched in late January focusing on COVID-19. So through information – and I’m sorry, I’m getting another call, so just let me pause and decline that one for a second. So – I’m sorry. As I was saying, a month ago the GEC alerted the global public to what we were seeing from the Kremlin, where it had launched a disinformation campaign around COVID-19. Through information that we provided to the fact-checking center at AFP, the GEC detailed how the full Russian ecosystem of official state media, proxy news sites, and social media personas have been pushing multiple disinformation narratives.

Now, this Russian disinformation campaign is a known Russian tactic of perpetuating disinformation by capitalizing on the chaos and the uncertainty that health scares and pandemics engender, and we are still seeing the Kremlin continue its reckless attempts to propagate disinformation, endangering global health by undermining the efforts of governments; of health agencies and organizations that are in charge of disseminating accurate information about the virus, such as the World Health Organization. We’re also seeing Russia’s ecosystem promoting narratives advanced by China and Iran, often ones that were first advanced by Russia.

And I think we all here are aware at this point that this isn’t just a single act or issue. During the crisis, we’ve seen Russian, Chinese, and Iranian state disinformation and propaganda ecosystems all converge around some disinformation themes intended to promote their own agendas. So on China, over the course of the crisis we’ve monitored a couple of narrative tracks. One is malign disinformation to falsely blame the U.S. as the origin of the coronavirus and the second has been China’s effort to turn the crisis into a news story highlighting supremacy of the Chinese Communist Party in handling the health crisis. What we’ve seen is the CCP mobilizing its global messaging apparatus, which includes state media as well as Chinese diplomats, to push out selected and localized versions of the same overarching false narratives.

I will say that the information space is ever evolving. It’s been very fluid and China’s approach to it has been as well. And while we did see troubling remarks by Chinese officials, I want to stress my team has also recently seen initial indications of messaging refinement away from disinformation by Chinese officials on social media.

Now, in terms of Iran, several news outlets affiliated with Iran have published malicious, false stories alleging that the United States has weaponized the coronavirus, and senior Iranian officials have echoed these false allegations.

Now, just to tell you a little bit about the department’s and the GEC’s response. The State Department has alerted foreign audiences, as I mentioned, to the Russian COVID-19 disinformation campaign as well as others, and I had mentioned that through information provided to the fact-checking center AFP, the GEC detailed how that Russian disinformation ecosystem was operating.

Meanwhile, to counteract other global false narratives coming from state actors, the U.S. Government launched a full spectrum of activities, including public messaging at home and overseas, diplomatic engagement, and promotion of fact-based information to local audiences. So the GEC, working with other State Department offices and private sector partners, is monitoring and tracking propaganda and disinformation in real time that’s coming from state actors, and we’ve worked to ensure that overseas missions have access to information on trending narratives on COVID-19. The GEC also provides foundational knowledge about disinformation narratives for the Bureau of Global Public Affairs to develop its toolkit of responses for all missions around the world.

So I think that that probably gives you a pretty good overview, and I’ll stop there. I just wanted to give you a sense of what we’re seeing as well as a big picture of some of our efforts to expose the disinformation campaigns. The COVID-19 crisis has really provided an opportunity for malign actors to exploit the information space for harmful purposes, and really been providing unnecessary distractions from the global communities focused on this crisis. I think the fact that we’re seeing the Russian, Chinese, and the Iranian state information operations converging around the same disinformation narrative themes about COVID-19 is an important point. It’s something that we’ll be watching and that we’re going to continue to assess.

'False narratives': State Department warns of coronavirus echo chamber by China, Russia, and Iran

Chinese, Russian, and Iranian disinformation campaigns about the coronavirus pandemic are amplifying each other, warned the State Department’s chief counterpropagandist.

“During the crisis, we’ve seen Russian, Chinese, and Iranian state disinformation and propaganda ecosystems all converge around some disinformation themes intended to promote their own agendas,” Lea Gabrielle, who leads the State Department’s Global Engagement Center, told reporters Friday. “The COVID-19 crisis has really provided an opportunity for malign actors to exploit the information space for harmful purposes and really been providing unnecessary distractions from the global communities focused on this crisis.”

Gabrielle, a former human intelligence officer and Navy fighter pilot, said, “We are seeing essentially ecosystems being developed by the different state actors that we assess, and those ecosystems use a variety of accounts from the state-sponsored accounts to online platforms.” She added, “China has used its entire information apparatus … including China’s ambassadors overseas, its state media, and then what we are seeing is this convergence of disinformation between different state actors.”

“A good example of this is we see Russia and Kremlin platforms pushing out false narratives, those false narratives being repeated by other state actors, including Beijing, and then Russia retweeting them again and pushing them out as though they originally came from those state actors,” she said. “I’ve used an example in the past where Russia was quoting the head of the [Iranian Revolutionary Guard] with a false narrative — but it’s a false narrative that Russia had originally pushed out. So, that’s kind of how it’s working. It’s a convergence that we’re seeing.”

There is well-documented evidence that China tried to cover up the existence and spread of the coronavirus, muzzled whistleblowers, misled the World Health Organization, and attempted to block outside health experts from investigating in Wuhan, where the virus is widely believed to have originated. At least one study indicated that if the Chinese government acted more quickly, the coronavirus’s global spread would have been greatly reduced.

The WHO concluded the COVID-19 virus first appeared in the city of Wuhan, the capital of Hubei province in China. WHO’s investigative report in February concluded that “early cases identified in Wuhan are believed to have acquired infection from a zoonotic source” in the Huanan Wholesale Seafood Market in Wuhan.

As of early Saturday afternoon, there were more than 621,000 confirmed coronavirus cases around the world and close to 29,000 deaths tied to the infection, according to the Johns Hopkins University tracker. In the United States, there were more than 105,000 cases, which have resulted in at least 1,710 deaths.

Chinese officials have in recent weeks pushed on social media claims that the virus may have originated in the U.S. For instance, China's Foreign Ministry spokesman Zhao Lijian tweeted that “it might be US army who brought the epidemic to Wuhan … U.S. owe us an explanation!” State-run Xinhua News Agency, as well as the Chinese Embassy to France’s official account, referred to the COVID-19 pandemic as the “Trumpandemic.”

Two Republican lawmakers, Sen. Ben Sasse of Nebraska and Rep. Mike Gallagher of Wisconsin, called on Twitter to suspend the accounts "waging a massive propaganda campaign to rewrite the history of COVID-19." But Twitter declined to do so.

At least one Chinese official, Ambassador to the U.S. Cui Tiankai, said it was “crazy” to believe that the coronavirus was a U.S. bioweapon.

Russian President Vladimir Putin has backed the Chinese Communist Party in its war of words with the U.S. over Beijing’s response to the coronavirus and the origins of the pandemic, which has led to warnings among Western officials. The European Union’s diplomatic service concluded that “a significant disinformation campaign by Russian state media and pro-Kremlin outlets regarding COVID-19 is ongoing."

"The entire ecosystem of Russian disinformation," Gabrielle told the Senate in March, "has been engaged in the midst of this world health crisis."

The U.S. Intelligence Community reportedly warned earlier this year that China was likely lying about the seriousness of the COVID-19 outbreak. Rep. Mike McCaul of Texas, the leading Republican on the House Foreign Affairs Committee, asked the State Department last week to launch a global investigation into the Chinese Communist Party’s alleged cover-up.

Secretary of State Mike Pompeo, State Department spokeswoman Morgan Ortagus, U.S. Ambassador to the United Kingdom Woody Johnson, and other U.S. diplomats have forcefully pushed back against China’s claims in recent weeks.

Gabrielle said Beijing was pushing five central claims: China’s “successful containment” of the coronavirus, “calls for international collaboration,” pointing to “the World Health Organization’s praise of China," the “economic resilience” of China, and “anti-U.S. tweets” which she said performed badly with China’s target audiences, who didn’t believe the coronavirus originated in the U.S. and didn’t think “Chinese virus” was a racist term.

She said, "We’ve seen some false narratives in Africa that were being used and were being pushed out by Chinese officials, and we’ve seen [People's Republic of China] officials shift from those narratives,” likely because the Chinese messaging “received mostly negative reactions." China’s narratives “seem to have moved towards criticizing the U.S. for stigmatizing China and praising China’s actions” in a shift she saw in Africa, Italy, and in the Western Hemisphere.

Gabrielle said China wants to “convince people that they’re acting responsibly, rather, and providing aid.”

Her comments came days after Iranian leader Ayatollah Ali Khamenei rejected America's “strange” offer of help to combat the coronavirus, noting that “you Americans are accused of having created the coronavirus” and claiming COVID-19 might be a U.S. bioweapon “created specifically to target Iran.”

Pompeo retorted that these “fabrications regarding the Wuhan virus are dangerous, and they put Iranians and people around the world at greater risk.”

“I think that it is really sad to see state actors taking advantage of a global health crisis to try to push their own agendas,” Gabrielle said. “A very important part of decreasing the vulnerability of audiences is by making them aware of how a disinformation environment can be manipulated."

     Госсекретарь США Майк Помпео прочел эту речь в Мюнхене — городе, в котором он до 1989 года служил в войсках США, помогая защищать ФРГ от ГДР. Судя по аргументам, Помпео мало нового узнал за минувшие 30 лет. Давно утихшая тоска жителей ГДР по баварскому пиву — это для него по-прежнему аргумент. Равно как и уверенность в предпочтении инвесторами Кремниевой долины США русскому Санкт-Петербургу (что за странная альтернатива — может, Помпео мерещится вместо нынешнего Питера Ленинград при раннем Собчаке?). Но главная ошибка Помпео — это даже не незнание фактов. Самое печальное — это его настроенность на борьбу с врагами в лице России и Китая. Он возвращает нас в эпоху задолго до 1989-го года, о котором так любит воспоминать.
